一个方法声明is an important health and safety document. But what is a method statement, and when should you use one?

Method statements are hugely important for the health and safety of projects, particularly in the construction industry.

According toHSE.Gov, in 2021, fatal injuries in the construction sector in the UK rose by three to 39. Health and safety documents like a method statement can help mitigate potential hazards within the workplace.

一个方法声明is used alongside a risk assessment to ensure certain high-risk tasks and activities involved in a project are safe. But what is a method statement, and why is it important?

What Is A Method Statement?

Method statements are documents that detail exactly how to carry out work safely. For ensuring building site health and safety, method statements are key.

The purpose of method statements is to describe the safety precautions in a high-risk work environment to control risks identified in the risk assessment.

They detail the personal protective equipment, health and safety contacts and the control equipment required to keep workers and site visitors safe whilst tasks are ongoing.

What Does A Method Statement Look Like?

Method statement example

All the risks should have been identified and logged in a risk assessment for each piece of high-risk work within the construction sector.

A good method statement for each task should include more detailed planning than the risk assessment can go into.

You should further break down each task identified within the risk assessment into steps. Whilst the risk assessment is used to assess the hazards involved in each step, the method statement should describe all the precautions and safety protocols to mitigate risks.

The method statement should also cover the hazards associated with by-products of tasks and activities. For example, if any waste is produced, the document needs to cover how to dispose of that waste with safe and accurate execution.

一个方法声明will also include more general information, such as how many hours to spend on each task, the sequence of planned work, management and responsibilities, and emergency procedures.

What’s The Difference Between A Method Statement And A Risk Assessment?

As the two most common health and safety documents, risk assessments and method statements are easily confused.

While both risk assessments and method statements aim to improve the safety of work sites, they’re not the same thing. Ideally, they should both be used to complete a task safely, as a method statement enhances risk assessments.

  • Risk assessments-These identify and assess the hazards and risks involved in projects and suggest control measures.Read more about risk assessments.
  • Method statement –They should expand on the control measures outlined in the risk assessment, detailing how, when, and why you should implement measures.

It’s just as important to complete a risk assessment as a method statement. Method statements expand on what risk assessments identify as safety risks on a construction site or construction project.

Both should include careful planning and detail, so a method statement template can help address everything that the risk assessment has uncovered in a logical sequence.

Do You Have To Complete Both?

A safe work method statement should be completed only after the risk assessment has identified all potential hazards.

HSE.Gov explainsthat a risk assessment should be “suitable and sufficient” as a legal requirement, so don’t skip this important step before moving on to your method statement.

Risk assessments should be completed for all projects, from small works to complex operations. They detail every task on a project and assign them a risk score before detailing any necessary precautions to mitigate the risk described.

risk scores

Conducting risk assessments is essential every time a project changes or the on-site workers change. For construction projects, in particular, risk assessments are vital for ensuring the safety of all the workers and can also help make a job run more smoothly and more quickly.

So, yes. Legal requirements say that you must complete a risk assessment before starting your method statement.

When Should You Write A Method Statement?

We’ve established that you should write your method statement only after your risk assessment.

The logical sequence is to ensure that your method statement document is complete before starting work.

A comprehensive method statement will include things like your team’s equipment, like personal protective equipment, detailed steps and emergency procedures, and contact details for health and safety personnel.

It doesn’t make sense only to start to compile these things during a project, as accidents can happen unexpectedly, and you will need your PPE right from the start of a particular job.

The safety method statement also needs to be reviewed and rewritten whenever tasks take place in a new location or using new equipment. If the factors affecting the health and safety of projects change, method statements need to be reviewed to make sure safety precautions are still relevant.

Method statements don’t just suggest control measures; they detail exactly how to implement them. There’s no room for confusion — teams can use these statements as a checklist for safety precautions.

Method statements are particularly important to monitor construction work because everyday tasks in construction tend to involve high levels of risk. Workers use heavy equipment, work from heights, and are exposed to dangerous materials.

Injuries and work-related illnesses in the construction industry are common, and the fatal injury rate in this industry is three times higher than the all-industry rate.

According to the study done by HSE.Gov, “In Construction: There were an estimated 74,000 work-related ill health cases (new or longstanding), 54% were musculoskeletal disorders.”

ill health in construction

Poor health and work-related illness can cost a business time and money. The government reportsthat “combined costs from worklessness and sickness absence amount to approximately £100 billion annually” across the UK.

It makes sense for those on construction sites to have a safe system like a method statement tocontrol measures, mitigate risks and protect workers, site visitors, and members of the public from harm. These things will ultimately protect your team and also save you money.

How Can You Create A Method Statement

你应该开始你的方法声明文档with an overview of the project, including useful at-a-glance information like expected completion dates, work permits, and the site address.

After this, you should compile a checklist of hazards and safety measures you’ve identified during your risk assessments, including what the project entails, dangerous equipment, the standard operating procedure for that site and emergency procedures.
